1.         APOLOGIES FOR ABSENCE – None.

 

2.         DECLARATIONS OF INTEREST

 

            There were no additions to those previously registered.

 

3.         MINUTES OF PREVIOUS MEETING

 

            The Minutes of the Parish Council Meeting held on 4th February 2010 were approved and signed.

 

4.         MATTERS ARISING

 

(i)         Woodcock Hill:  FPC facilitated a meeting with residents prior to this meeting which was attended by PC Moira Cocks.   The Chairman reminded councillors that this particular issue was only first raised with FPC in November 2009.  It was agreed that there is a problem with volume and speed of traffic along the A22 and with water running down the road.  Michael Sydney agreed to contact the Leader of SCC to ask for some action.  Resolved:  Clerk to draft a letter to Ian Lake, Cabinet Member for Highways.  Michael Sydney agreed to raise this matter at the TDC Local Committee Meeting on 5th March 2010.

(ii)        Road Signage at Newchapel roundabout:  Tony Cox attended the December meeting and asked if the road direction signs at this roundabout, which currently

direct traffic to Gatwick and Crawley towards East Grinstead and along the A264, could be changed to direct traffic via the improved junction at Judges Corner.  Resolved:  Michael Sydney agreed to follow up with Surrey Highways.

(iii)       Linden Homes development in Copthorne Road:  TDC Planning are satisfied that lowering the solar panels towards the roof will be sufficient to minimise their visual impact and on this basis intend to recommend the application for approval under delegated powers.

(iv)       Vehicle Activated Signs:  David Curl, Tandridge Local Highways Manager, has confirmed that the new 30mph speed limit signing will hopefully be installed in March/April 2010.  SCC have ordered a VAS sign for the eastbound A264 which is likely to be installed first.

(v)        Village Hall Carpark:  The work will be carried out w/c 6th April.  TDC have refunded 50% (£42.50) of the fee required for the Application for Approval of Details Reserved by Condition.  There will be an extra cost of £420 plus VAT for the fencing around the Evelyn chestnut tree.

(vi)       Path from Puffin Crossing:  At a meeting on 22nd May, Steve Hyder, TDC, suggested railings alongside the pavement and a path across the green avoiding the trees.  A quote has been received from Nick Dance for £3,330.  Linden Homes are unable to offer any financial assistance.  TDC have confirmed that a Certificate of Lawfulness for a proposed development will be required.

(vii)      Village Sign:  Steve Hyder, TDC, has agreed in principle to the signs under consideration.  Resolved:  It was agreed that FPC would apply for planning permission with the path from the Puffin Crossing.  Jeremy Clarke to obtain quotes.

(viii)      Skateboard Ramp:  Steve Hyder has agreed to paint the ramp for a cost of £200 plus VAT.  FPC agreed to this quote.  Resolved:  Clerk to ask for a copy of the most recent annual inspection report.

(ix)       Management of Public Highway Verges, Ditches and Hedges:  The map of Felbridge has been marked with all verges, hedges, ditches and drains that could be included in this scheme.  Brian Apps, Jeremy Clarke and the Clerk will attend the meeting on 10th March.

(x)        BMX Track/Provision for Older Children:  The planning application has been submitted to MSDC.  Funding is now being sought.

(xi)       Bus Shelter in Copthorne Road:  Queensbury Shelters have quoted £75 per metre for a free standing perch plus £210 to install.  SCC have issued the licence.  Resolved:  It was agreed that the Clerk should instruct Queensbury Shelters to carry out the work up to a cost of £300 plus VAT.

(xii)      Parking on Verges/Pavements:  Steve Hyder, TDC, has suggested FPC consult with Surrey Highways before installing posts alongside the green.  Resolved:  Clerk to reply to TDC stating that FPC need to protect the green.

(xiii)      St Catherine’s Hospice:  The Hospice would like to replace their garden furniture at a cost of approx. £1500.  Resolved:  It was agreed that FPC will send a cheque for £100 once FPC have received a copy of the invoice.

(xiv)      Gritting:  David Curl’s email dated 2nd Feb was discussed.  Under normal circumstances Surrey Highways would salt all priority 1 and 2 roads in Felbridge.  Therefore no additional grit bins are recommended.

(xv)      King George’s Field Plaques:  Jeremy Clarke has removed the plaques from the old gates posts at the village hall.  Steve Hyder is investigating Jeremy Clarke’s request for a formal statement regarding the position of these plaques as they are not in the location designated by the National Playing Fields Association.

(xvi)      Accidents at junction of Crawley Down Road/Copthorne Road:  Moira Cocks has confirmed that there have been no injury collisions at this junction in the 3 years up to 31st Oct 2009.  Surrey Police do not have data for damage only accidents.  Resolved:  Clerk to ask Moira Cocks if this data is county held or on a national database.

(xvii)     Parking in Rowplatt Lane near to junction with Crawley Down Road:  A general letter has been circulated to nearby residents of Rowplatt Lane, Crawley Down Road and Rose Cottages.

(xviii)    Parish Council Meetings:  It was agreed not to increase the number of parish council meetings and to spread attendance at none FPC meetings amongst the councillors.

(xix)      Verges outside 90, 92, 94 Copthorne Road:  These verges have been damaged by vehicles parking on them.  Resolved:  Clerk to write to the agent for No.92.

(xx)      Small Grants:  Vince Sharp, Assistant to TDC Chief Executive, is willing to speak to any organisation in Felbridge about grants.  His contact details are vsharp@tandridge.gov.uk or 01883 732776.

5.         SURREY HIGHWAY REPAIRS:

 

(i)         82061107:  Dip in road outside Glendale on A22 was repaired Feb 2010.

(ii)        28025659/90084036:  Street Lights at Oak Farm Place/Flashing Lights near to school.  Email from D Curl on 23.2.10 saying that unit on flashing lights is faulty.  New street lighting contractor has been appointed by SCC.

(iii)       83062912:  Potholes on A264 between Doves Barn and county boundary were mostly repaired w/c 22.02.10.

(iv)       82093067:  Bad hole by puffin crossing on A264 is getting deeper.  Resolved:  Clerk to contact SCC.

(v)        Blocked drain on A264 by eastern entrance to Furnace Wood causing water to flood across the road.  Resolved:  Clerk to report to SCC.

 

6.         COUNCILLORS’ REPORTS

 

(i)         Internal Audit Effectiveness:  The Annual Review of the schedule of Audit Effectiveness was carried out and updated where appropriate.

(ii)        Annual Review of Risk Management:  The Risk Management Schedule was reviewed and updated where appropriate.  The Fidelity Guarantee cover of £100,000 was considered adequate.

(iii)               New Standing Orders:  It was agreed that the Clerk should order a hard copy at a cost of £25.

(iv)              Circulation Bag:  It was agreed that this needs to be circulated more promptly.

(v)                School Hedge bordering the Green:  This needs cutting back.  Ian McBryde to discuss with the school.

(vi)              Arrow direction signs on Judges Corner Roundabout:  These seem to obstruct drivers’ view across the roundabout.  Resolved:  Clerk to ask Moira Cocks to inspect.

(vii)             Potholes on A264:  Contractor has patched the potholes that were marked by SCC.  Some potholes have been left but they were not marked up by SCC.  Michael Sydney agreed to investigate why the work was carried out 3 weeks after first reported on the 24 hour hotline (on 28 Jan 10).  Also safety issues with gas works being carried out on A264 were reported on the 24 hour hotline on 25 Feb but work carried on until 1st March.  Jeremy Clarke agreed to forward to Michael Sydney a copy of the complaints report he received from SCC.

(viii)           TDC Local Committee Meeting: to be held on 5 March.  FPC not notified of date.

(ix)              Salt Cell:  Michael Sydney suggested, as a precautionary measure, that parishes acquire a stock of salt during the summer to be stored with one of the farmers on the SCC gritting register.  This stock would be outside of any government directive on the use of salt stocks.  Resolved:  Clerk to ask SCC for the names of local farmers on their list.

(x)                Members Allowances:  Michael Sydney asked for requests for grants for local projects.

(xi)              Hub Project:  Michael Sydney has discussed his proposal at all levels at SCC and there is growing support for this project.  He has invited Mark Borland to attend the meeting on 10th March.

(xii)             New Mood of Localism:  Michael Sydney to report at next meeting.

7.         PLANNING APPLICATIONS

 

Planning Meeting held on 18th February 2010 – attended by Ian McBryde, Jeremy Clarke, Brian Apps, Joan Harwood and Linda Hainge.

Applications Acknowledged 1st – 5th February 2010

TA/2010/68:  Churchill House, West Park Road, Newchapel.  Continued use of part of building approved under 2003/1042 for storage of engine parts.  Resolved:  No Action.

TA/2010/72:  36 Crawley Down Road, Felbridge.  Demolition of existing rear extension and erection of single storey rear extension.  Resolved:  FPC have no objection to the proposal but, due to the positioning of the property, request that a restriction is put on the approval that during the works there is to be no on-street parking or materials in the roadway or on the pavement and that the sightlines for the Rowplatt Lane/Crawley Down Road junction are kept clear.

TA/2010/101:  Arlington, Woodcock Hill, Felbridge.  Retention of detached triple garage and continued use of former triple garage as residential annexe with storage/shower room over.  Resolved:  FPC have no objection to the construction of the new 3 bay timber garage.  FPC do not generally support conversion of garages into residential accommodation but support this proposal as the plot is large, there is no perceived impact on neighbouring properties and importantly that it is attached to the main dwelling and therefore unlikely to later become a separate dwelling.

Applications Acknowledged 8th – 12th February 2010

TA/2010/76:  67 Copthorne Road, Felbridge.  Erection of detached garage.  Resolved:  No Action.

Applications Acknowledged 15th – 19th February 2010

TA/2010/139:  Broadoaks Farm, Stubpond Lane, Newchapel.  Retrospective application for change of use from agricultural to sui generis of existing buildings, comprising retention of container used as office & wc, retention of chemical store shed and mobile home, continued use of part of land for storage and associated landscaping works.  Resolved:  FPC would want to confirm that the goods lorry movements will not impact or deteriorate the infrastructure of Stubpond Lane as this is an unmade road. We would prefer to see a temporary approval (3yrs) for the accommodation and that it is directly linked to the specific business use specified in this application such that any change of business would necessitate its removal. Whilst gates of this design are not normally supported, FPC recognise the need for security in this remote location and do not therefore object.

8.         CLERK’S REPORT AND CORRESPONDENCE

 

(i)         Annual Parish Meeting:  Councillors were asked for suggestions for a speaker for the meeting on 3rd June.

(ii)        Repairs to fencing on bank in front of Village Hall:  It was agreed to investigate who is responsible for grounds maintenance – TDC or Village Hall Committee.

(iii)               Hedge at end of McIvor Close:  Following a request by a resident, this hedge has been cut back by TDC.

(iv)              GACC Annual Subscription:  It was agreed to renew FPC’s subscription at a cost of £10.

(v)                Clerk’s Annual Subscription to SLCC:  It was agreed that FPC would pay this subscription of behalf of the Clerk, at a cost of £72.

(vi)              School’s Questionnaire:  Shere Parish Council have asked for parishes to complete a questionnaire on school admissions.  Jeremy Clarke agreed to complete this on behalf of FPC.

(vii)             St John’s Church:  A letter has been received asking for a donation towards refurbishment of the church hall.  A donation of £1,000 was considered subject to the work being carried out by February 2011.  Resolved:  Clerk to send a letter asking the church to re-apply when they are nearer to raising the remainder of the £15,000 required for the work.

(viii)           Surrey Hills Society:  A letter has been received asking for parish councils to become members.  Felbridge is outside of the Surrey Hills area.

(ix)              Surrey Rural Affordable Housing Seminar:  This seminar organised by Surrey Community Action is to be held on 24 March at Dorking.

(x)                SCAPTC:  A general meeting will be held on 20 April at Newdigate Village Hall.

(xi)              Felbridge Bowling Club:  A request for a donation towards the cost of replacing work surfaces in their kitchen has been received.  A donation of £180 was agreed which is half of the estimated cost.  Resolved:  Clerk to suggest they also contact Vince Sharp at TDC.
